The City of Ballwin retained Powers Bowersox Associates to provide master planning, space programming and design services for the relocation of their government center and renovation of their public safety center, both located in Vlasis Park. PBA prepared a master plan illustrating site and park enhancements that would improve circulation and create a public identity for the two buildings as a civic center.

The most significant challenge was to complete the renovation, including moving the communications center to a temporary location, without disrupting police and court operations. This was accomplished through careful space programming and close communication with the client and construction team.

The renovation began by relocating several city offices from the old city hall to the new government center. PBA provided design and space programming to accommodate departments such as the mayor’s office, city clerk, parks and recreation and several others.

The old city hall was renovated into the new public safety center, housing the police and municipal courts operations. The old city council room became a court room that is efficiently organized to accommodate pre-trial matters, fine payment, and support spaces for the prosecutor and clerk. The adjacent court clerks’ area was re-configured to permit a secure fine payment window at the rear of the courtroom.  Traffic flow exiting the courtroom passes by this station.
